Description of the current situation: Due to the increase of air pollution, especially in the winter, the municipalities should contribute to the reduction of pollution and provide conditions for quality life of the citizens from PESR. Municipalities have an obligation to implement the Energy Law. Every 3 years, the municipalities prepare an Energy Efficiency Program which should contain the following elements: display and assessment of energy conditions and needs, indicative goals for energy saving at the local level, measures for improvement and promotion of energy efficiency and the goals to be achieved with those measures, sources of financing the investments required for the implementation of the measures, activities and deadlines for implementation of the measures, carriers of the activities and other necessary data. Each of the municipalities should make an energy control for the public buildings that belong to their territory. Due to the lack of sufficient financial resources, the process of adapting public buildings with energy efficient measures is very slow, so the costs for the heating season are very high. Defining the problem to be overcome: Buildings consume about 40% of the energy and 40% of the resources produced globally and are therefore one of the largest contributors to greenhouse gas emissions. Optimal use of resources and energy in homes and workplaces is no longer a luxury and a privilege, but a condition that should ensure a better future. From the energy indicators it can be noticed that 40% of the energy needs of the Republic of Macedonia are for meeting the needs of households. The project will control energy efficiency and will present the measures and benefits of introducing systems and methods for energy saving. The problem to be overcome is the reduction of the pollution rate and the reduction of the electricity consumption. In order to reduce heating costs and to preserve the environment and clean air, detailed energy control and technical documentation for the following facilities will need to be prepared for public buildings: 1. Municipality of Ohrid: OSU Sv. Kliment Ohridski, Municipal building 3 in the barracks with a total usable area of ​​the building of 6063 m2; 2. Municipality of Debar: Said Haydeni Primary School and Penestija Primary School with a total usable area of ​​8250 m2; 3. Municipality of Vevcani: House of Culture with a total usable area of ​​the building of 2400 m2; 4. Municipality of Makedonski Brod: Municipal building with a total usable area of ​​the building of 614m2; 5. Municipality of Plasnica: Primary School..Junus Emre ,, village of Lisicani with a total usable area of ​​the building of 858 m2; 6. Municipality of Kicevo: High school "Drita" and Mirko Mileski with a total usable area of ​​the building of 1600 m2; 7. Municipality of Centar Zupa: School building in the village of Kodzadzik, House of Culture in the village of Golem Papradnik, House of Culture in the village of Mal Papradnik, Village house in the village of Broshtica and Old administrative building in the village of Kodzadzik with a total usable area of ​​1050 m2; 8. Municipality of Struga: Primary School "Ashim Agushi" - Radolishta, Primary School "Ashim Agushi" Primary School Zagracan and Primary School "St. Kliment Ohridski ”and Municipal building with a total usable area of ​​the buildings of 4668 m2; and 9. Municipality of Debrca - Primary school "Debrca" in the village Trebenishta - with a total usable area of ​​the building of 710.2m2 With the energy control, the municipalities get a clear insight into the consumption and costs of energy and information on which are the most critical places to intervene in the controlled facilities. Energy control also contains proposed measures to improve energy efficiency with PPI (return on investment period) and action plan for implementation of measures. Proposed measures to improve EE in public buildings in the region that can contribute to reducing energy consumption can be: 1. Energy efficiency measures to save thermal energy in buildings: Thermal insulation of exterior walls, replacement of windows and exterior doors, thermal insulation of the ceiling / roof, thermal insulation of the floor, reconstruction of existing heating systems, construction of systems for automatic control in the boilers of the existing heating systems, replacement of the existing firewood stoves with new and 2. EE measures for saving electricity in the buildings include: Improving the lighting and replacing the existing pumps in the hot water heating systems with new energy efficient pumps Introduction of energy efficiency measures according to the action plan - Energy control prioritizes the implementation of measures to take those that are most economically advantageous, easiest to implement and that will give the greatest effect in the shortest time. The action plan is individualized for each municipality and depends on: the type of building in terms of construction, the method of heating, equipment and mode of operation. Introduction of SUE (Energy Management System) - Energy control and the introduction of energy efficiency measures are necessary, but not sufficient condition for achieving the required energy savings. To achieve maximum effects it is necessary to introduce SUE. This means that the way of using the building should be monitored (when and how long the windows are opened, whether the heating is turned off, whether the lamps are left unnecessarily lit, what is the temperature in the rooms, etc.) and the consumption and costs at least on a monthly basis.
